What residency routes exist in Paraguay?

Three. The Mercosur route, a simplified procedure for citizens of member and associated States. The investor route, for those contributing capital through the official channel, with direct access to permanent residency. And the solvency category, which the regulations divide into professional, employee, self-employed, remote worker, property owner, company partner and retiree, among others.

Each route demands different documents, timelines and evidence. Choosing the wrong one means rebuilding the entire file.

Why are most residency files rejected?

Because of the order, not missing documents. Documents issued in Paraguay must be dated after the record of entry into the country. A certificate issued before the entry is registered, or out of sequence, invalidates the whole set and forces you to start again.

It is not intuitive and it is signposted nowhere. It is the most expensive mistake and the most common.

When is the change to permanent residency requested?

Within the three months before the temporary residency card expires. Not earlier, not later. It is a window, not an open deadline.

Temporary residency is granted for up to two years. Missing that window means starting over from temporary residency.

Which documents must you gather?

In your home country, apostilled: birth certificate, civil status certificate where applicable, and criminal record certificate. Plus a valid passport and proof of solvency for your category.

Once in Paraguay: the record of entry into the country, an INTERPOL background certificate, the National Police background certificate for foreigners, and the sworn declarations of respect for the Constitution and of the activity to be carried out.

What does the Paraguayan national ID require?

Residency already resolved, plus the proof of life and residence issued by the police station of your district. It is required at this stage and not before: by then you have a real address in the country.

The INTERPOL and National Police background certificates are requested again, current at the date of application. The official issuance period is 90 business days.

When can the tax number be obtained?

After the national ID. The sequence is residency, ID card and lastly the tax number: each document unlocks the next and no stage can be brought forward.

The tax number also settles which tax regime applies to your profile, which differs depending on whether you operate as an individual, a sole proprietorship or a company.
